Apply visibility policy to window state surface

The client side can access the ViewRootImpl surface and changes
its visibility, so the server side visibility policy should control
the visibility of the surface which is not accessible from the
client side, i.e. the surface of window state instead of the
client surface.

Test: Show an overlay window and loop to show the VRI surface.
      Launch Settings. The overlay window should not be visible.
