Fix device adapter to only apply the bandwidth map to PWLE compositions

The vibrator device adapter is applying the amplitude bandwidth map
from the IVibrator HAL to all amplitude vibration requests, even the
ones that will not be mapped to composePwle calls.

The bandwidth map only specifies the values expected by the
IVibrator.composePwle method, it does not impact the values that can
be sent to the IVibrator.setAmplitude method.

This change also updates the Vibration.DebugInfo final effect so we
can debug the actual values that will be sent to the HAL.
