Reland "Update zlib to 1.2.11" Bug: 65743040 Test: run cts -m CtsLibcoreTestCases This reverts commit 20877b3d8f8c1c2eb639905e4732356e03f38ff7. zlib was previously reverted to 1.2.8 due to a bug in other code that relied on the specific version of zlib. This bug should no longer be present in master, so reland the update.
