Revert "Experimentally reduce TaskQueuePacedSender's delayed task precision." This reverts commit 43a69b3f46059b103c35079744dc09a0e2bb2948. Reason for revert: Breaks downstream project. The WebRTC initiative is a project supported by Google, Mozilla and Opera, amongst others.
