Sync to freedesktop.org protocols against d10d18f

This synchronizes the freedesktop.org subdirectory to the contents of
https://gitlab.freedesktop.org/wayland/wayland-protocols at
d10d18f3d49374d2e3eb96d63511f32795aab5f7

It also adjusts the additional Android additions:

* NOTICE is now a symlink of COPYING.
* METADATA was updated to match this uprev and the new official source
  URL.
* Android.bp was updated to no longer build xdg-shell-unstable-v5, as it
  conflicts with the stable xdg-shell protocol
