arp: some cleanup. Remove another get_line() caller, but also fix the basic "show ARP table" behavior which was previously broken. Switch to xgetaddrinfo(). Fix failed search output to only display if we actually searched, and to match net-tools arp 2.10 output. Also use FLAG() and clean up trailing whitespace.
