rust_tools: add copy_rust_bootstrap.py

SDK builder artifacts have changed, so copying them directly to
localmirror doesn't work. Add a script that gives us a similar level of
convenience.

Due to the simplicity of this script, no tests are provided.

TEST=Ran it to upload rust-bootstrap-1.59.0 artifacts

toolchain-utils

Various utilities used by the ChromeOS toolchain team.

Note

To run Python scripts in this directory, first run:

export PYTHONPATH=$(readlink -f .):$PYTHONPATH

from this directory.

Then you can run any script.

To get help on any script, type in python <script> --help, or refer to the header of the script for more information.
