  "message": "[tf-mlir] Mark AllToAll, CrossReplicaSum, and CollectivePermute as MustExecute\n\nMarks AllToAll, CrossReplicaSum, and CollectivePermute as TF_MustExecute. These ops were marked as stateful in the TF op registry. This patch updates the TF dialect to be in-sync but with a fine-grain side-effect trait.\n\nStrictly speaking, these ops can be deleted from the IR if there are no uses; they simply cannot be speculated on across control-flow boundaries.
