Use FlatAffineConstraints::unionBoundingBox to perform slice bounds union for loop fusion pass (WIP). Adds utility to convert slice bounds to a FlatAffineConstraints representation. Adds utility to FlatAffineConstraints to promote loop IV symbol identifiers to dim identifiers. PiperOrigin-RevId: 236973261
