Update syscalls (#1116) * sys/fuchsia: update all syscalls. This commit modifies all the existing syscalls definitions to match more closely the documentation in the Fuchsia repo. * run make extract && make generate

Most of the documentation at this moment is related to the Linux kernel. For other OS kernels check: Akaros, Darwin/XNU, FreeBSD, Fuchsia, NetBSD, OpenBSD, Windows, gVisor.
