tests: check decoding of utimes syscall

* tests/utimes.c: New file.
* tests/utimes.test: New test.
* tests/.gitignore: Add utimes.
* tests/Makefile.am (check_PROGRAMS): Likewise.
(DECODER_TESTS): Add utimes.test.
