Disable some clang-tidy checks. For builds that enable clang-tidy checks, disable most of clang-tidy checks to avoid segmentation faults in sqlite3.c. Bug: 31938382 Test: make with WITH_TIDY=1 and WITH_TIDY_CHECKS=* Change-Id: I0cc0f7224db82ac877f62d1651f4c6b0e9f30752
