[viewer] Add `disable_tint_symbol_renaming` option
This is a command-line option for Viewer, limited to the Graphite-Dawn
backend, that disables Tint's internal symbol-renaming pass on
cross-compiled WGSL code. Symbol renaming remains enabled by default.
