MiraclePtr: Fetch partition_alloc. Fetch partition_alloc, and make dawn to depend on it in Skia Standalone configuration. For now, partition_alloc is not configured to handle the allocations in Skia tests. So this is mostly a no-op. It only shows partition_alloc can be built from Skia.
