[rust png] Update Chromium build instructions.
This CL updates the docs to reflect that the Rust PNG feature has
launched and:
* The feature doesn't anymore require an opt-in via:
* `args.gn` / `enable_rust_png`
(it was removed a while ago)
* `--enable-features=RustyPng`
(the `base::Feature` has been removed at this point)
* The tests no longer have a `RustDisabled` and `RustEnabled` variants
