Revert "Enable effects deserialization except for npm build" This reverts commit 73923522fd679a4f001d2ff63b476e38b6a58ff1. Reason for revert: breaks Perf-Debian10-EMCC-GCE-CPU-AVX2-wasm-Release-All-Puppeteer_RenderSKP perhaps?
