[graphite] Instantiate in CopyTextureToBufferTask::prepareResources.

AsyncReadPixels will use the CopyTextureToBufferTask and shouldn't need
to instantiate the textureProxy to create the task. This will make
CopyTextureToBufferTask match CopyTextureToTextureTask as well.
