[Fontations] Roll Fontations
Skrifa 0.33.1 -> 0.24
Read-fonts 0.31.1 -> 0.32
Roll process: Update versions in MODULE.bazel and
external/bazel/fontations/Cargo.toml, build to ensure
Bazel locks versions, for example:
$ bazel build //tools/viewer
