Upgrade x509-cert to 0.1.1

This project was upgraded with external_updater.
Usage: tools/external_updater/updater.sh update rust/crates/x509-cert

RustCrypto: X.509 Certificates

Pure Rust implementation of the X.509 Public Key Infrastructure Certificate format as described in RFC 5280.

Documentation

Minimum Supported Rust Version

This crate requires Rust 1.57 at a minimum.

We may change the MSRV in the future, but it will be accompanied by a minor version bump.
