Upgrade rust/crates/unicode-normalization to 0.1.19 Test: make Change-Id: I60d1eb3d36a4fab926b676d9a8d2e5d9f85b926c
Unicode character composition and decomposition utilities as described in Unicode Standard Annex #15.
This crate requires Rust 1.36+.
