Remove patch. This patch simply adds a TODO to the Android.bp file. I've filed a bug for that, which is probably a better way to track it anyway. Bug: 190415778 Test: Run cargo2android.py. Change-Id: I4cc9888c7b91cb694e6cf881d6d1511255319a43
