Upgrade futures-channel to 0.3.30

This project was upgraded with external_updater.
Usage: tools/external_updater/updater.sh update external/rust/crates/futures-channel

futures-channel

Channels for asynchronous communication using futures-rs.

Usage

Add this to your Cargo.toml:

[dependencies]
futures-channel = "0.3"

The current futures-channel requires Rust 1.56 or later.
