Throw timeout exception from StoreHandler::wait() and catch in CreateCommonWorldOp Summary: Define StoreHandlerTimeoutException() for timeouts in StoreHandler::wait(). Update all StoreHandler implementations. Catch new exception in CreateCommonWorldOp and store failure blob.
