pw_string: Copy to and from pw::Vector

pw_protobuf uses pw::Vector<char> to hold a variable length string with
a size.

Add variants of pw::string::Copy() for writing to and from this type.

Pigweed

Pigweed is an open source collection of embedded-targeted libraries–or as we like to call them, modules.
