[bt][host] Introduce Emboss event infra + migrate 1st packet Add EmbossEventPacket and EmbossEventPacketT classes. Migrate InquiryCompleteEvent. Add new file, fake_controller_unittest.cc. Add test for sending Inquiry command to FakeController.
