pw_build: Add hooks for `bazel run` targets This CL adds support to generate_3p_gn.py to be able to invoke `bazel run` on targets specified in repo.json after third party build files and docs have been generated. This allows for running arbitrary scripts from the Bazel workspace, but not any arbitrary command.
