pw_rpc: Common Writer class for client & server - Introduce the pw::rpc::Writer class, which can be used to write requests or responses to a streaming RPC on the client or server. Only raw is supported initially; Nanopb support will be added later. - Rename AcquirePayloadBuffer to PayloadBuffer so it can be used directly by derived classes. The function only acquries a buffer if it has not yet been acquired.
