[Thread] enable DAEMON_CLI in only debuggable build It turns out that soong always sets the TARGET_BUILD_TYPE to "release" for all build variants (i.e. user, userdebug and eng). So our previous change in aosp/2730218 will always disable DAEMON_CLI for even userdebug and eng build. This commit fixes it by setting DAEMON_CLI to by default diabled but only enabled in debuggable builds (i.e. userdebug and eng).
