Add an NDK library variant An NDK built static variant is needed for clients that build against the NDK. The new library will not be part of the NDK public interface. Bug: 123237859 Test: Camera CTS Change-Id: I379ce9c27c34d54048f4a0f1c3d0b4fadb6abc7e
