freedreno: Introduce common device info struct This will collect all the various alignments, sizes, and magic values and set them appropriately, replacing the various pieces scattered throughout the drivers. Part-of: <https://gitlab.freedesktop.org/mesa/mesa/-/merge_requests/7385>
