Revert "Suppress many less important clang-tidy warnings." Replaced by default settings in build/clang/tidy.mk. This reverts commit bf275d09632a6b253197b0c5e4dfb0663d8738f4. Change-Id: Id3aae5388c401456364dc4371876696d6900d551
