Revert^2 "Upgrade libyuv to b7d97d5f3f8f897b88872b6935e4c996b955bc1f am: 303164176b"

This reverts commit 6568c70d1828ce8350684dfaa44c7df41388b281.

Reason for revert: b/438225074 can be fixed by aosp/3732086. The solution is verified by go/forrest in go/upgrade-libyuv-solution-verification.

libyuv is an open source project that includes YUV scaling and conversion functionality.

  • Scale YUV to prepare content for compression, with point, bilinear or box filter.
  • Convert to YUV from webcam formats for compression.
  • Convert to RGB formats for rendering/effects.
  • Rotate by 90/180/270 degrees to adjust for mobile devices in portrait mode.
