Adds LangId. - Also edited Android.mk to run flatc and generate the C++ code for the .fbs schema files. Instead of generating the C++ files in google3 and copying the generated files to AOSP. Test: Tested on device. Change-Id: I39c18375ed915f268e643a4e38bd9cf16411b7ee
