Add raw chromium source code for palm rejection
We are not adding Android.bp file here, because these files won't build
as-is. However, this commit shows the original code, and will help
highlight the changes that we have to do to the Chromium code in order
to get it to build on Android.
At the same time, add the logistical files like license, owners, etc.
The copybara file shows where each of the files is coming from.
