Up the timeout for tests. Make it something significantly higher since situations like having all the numerics tests scheduled at once can cause tests to take longer than normal. Also do away with the per-device timeouts. We can do benchmarking elsewhere. Change-Id: Ia905f0649556bb889f106f9f2d29fccc8d222b39
