ImmediateInterpreter: Simplify fling generation, allow nearly stationary fingers.
I agreed to fix these nits previously in

This CL also removes the stationary fingers detection, as that was
preventing small flings, and removing the code doesn't seem to have
(immediately obvious) regressions.
