Move the lex/yacc rules to using a locally-configured toolchain (#3646) * feat(cxx_verifier): use a local toolchain to find lex/yacc * fix: add remote bison path and make repo local * fix: use a specific toolchain in remote configs * fix: remove extraneous toolchain
