fix: pin gcp extraction example and tests to :stable (#3534) I have separately tagged all of our gcr.io/kythe-public images with `stable`. We'll probably have to come up with a more concrete plan for versioned releases of the `kythe-public` images, since just updating `stable` won't work unless they're always backwards compatible (they won't be).
