[Decode] solo issue for gmm sku/wa initialization(CL#789435) 1. currently, sku/wa/sysinfo for global gmm context is always based on gen9 that is not correct. it will cause gmm context initialization failure when enable mmc 2. init sku/wa/sysinfo for global gmm context based on device id Change-Id: I84153a5c5db437c9d6b90c85fda55a4b4593f4e3
