Add static library build target targetting the NDK version 9 The new build targets (and module names) are libicuuc_static and libicui18n_static. To be used by NDK apps (possibly not part of AOSP-master). Change-Id: I5be1351ea6ee6a89cd9b780ff0a808f330892a24
