Restore "tl" (Tagalog).

We should be using "fil" instead of "tl", but aapt only supports
two-letter language codes, so frameworks/base ends up setting the
locale to "tl", so we end up needing "tl" locale data.

This fixes day and month names in Tagalog, but _breaks_ the language
display name for Tagalog itself, since -- comically -- that's actually
missing from the "tl" locale data but is in the "en" locale data.
Still, having correct date formatting is probably more important and
useful. I'll try to come back to fixing the language display name...
