Convert android_icu4j_res to a static java library android_icu4j_res shouldn't be installed, and dx will fail if it is attempted, use java_library_static. Test: No changes to android_icu4j_res or core-libart in out/soong/build.ninja Change-Id: Ib04a78f6e6f389cf26e9d59281b00ed624631b43
