DO NOT MERGE: Apply 2019a tzdb updates Apply 2019a tzdb updates: Updated files after running external/icu/tools/updatecldrdata.py having patched the icu4c/source/data/misc/metaZones.txt from the equivalent aosp/master commit (http://r.android.com/935506). See also: https://github.com/unicode-org/icu/pull/566/commits/7c35b8600045d36c18d8ba2c258e14cda78638b4 Other files are the result of running system/timezone/update-tzdata.py with the 2019a updated data.
