Implement true compile-time "if" for apply_rotation_in_the_plane. This fixes a compilation issue for vectorized real type with missing vectorization for complexes, e.g. AVX512.
Eigen is a C++ template library for linear algebra: matrices, vectors, numerical solvers, and related algorithms.
