debian: switch to using build dependency on debhelper-compat This is preferred in favor of using the debhelper/compat file, and we no longer worry about supporting Debian Jessie or Debian Stretch (at least without Stretch Backports). Signed-off-by: Theodore Ts'o <tytso@mit.edu>
