libbpf: Sync with latest libbpf repo to pick support for BTF_KIND_TYPE_TAG
Sync up to commit 94a49850c5ee61ea ("Makefile: enforce gnu89 standard").
This is needed to support BTF_KIND_TYPE_TAG.
