ANDROID: Remove Cuttlefish display related tests from pre/postsubmit

Removal targets:
- CuttlefishDisplayTests
- CuttlefishDisplayHotplugTest

Unlike the other existing Cuttlefish tests in the pre-postsubmit,
they needs to run in host, not sandbox environment.
They'll run only under `cuttlefish_swiftshader_graphics_host_tests`,
controlled by an ATP config.
