  "message": "Add min SDK to libs used for mockito-extended\n\nlibdexmakerjvmtiagent and libstaticjvmtiagent are used by tests that use\nmockito-extended. Some of these tests are also run on older platforms,\nsuch as for testing mainline modules.\n\nThe tests broke recently when change ID:\nI6c5c822d0767e789fa0e2c8e5668fddfd90680bb made the binaries\nincompatible. This was updated to only apply if the binary has a recent\nenough min_sdk_version.\n\nAs the libraries are also used on older platforms, add min_sdk_version\nto ensure compatibility.
