mb/google/nissa/var/rull: Configure Acoustic noise mitigation
Follow the power team’s recommendation:
- Enable Acoustic noise mitigation
- Set slow slew rate VCCIA and VCCGT to SLEW_FAST_8
- Set FastPkgCRampDisable VCCIA and VCCGT to "true"
