DiagnosticIDs: Forbid Diag ID from being valid Diag ID is used throughout clang as a sentinel id meaning "this is an invalid diagnostic id." Confusingly, Diag ID maps to a valid, usable, diagnostic id. Instead, start diagnostic ids at ID one.
